A controversial post-war plan circulating within the Trump administration would place Gaza under U.S. trusteeship for at least a decade while offering financial incentives to relocate the territory's entire population, according to a 38-page document reviewed by The Washington Post.

The Gaza Reconstitution, Economic Acceleration and Transformation Trust, or GREAT Trust, envisions transforming the war-devastated enclave into what President Donald Trump has termed the "Riviera of the Middle East," featuring beach resorts, technology manufacturing hubs, and AI-powered smart cities. The plan emerged following a White House meeting Wednesday where Trump discussed Gaza's future with officials including Secretary of State Marco Rubio, special envoy Steve Witkoff, former British Prime Minister Tony Blair, and his son-in-law Jared Kushner.

Financial Incentives and Population Transfer

Under the proposal, each Palestinian who chooses to leave Gaza would receive $5,000 in cash, four years of rent subsidies, and a year's worth of food. The plan projects that approximately 25 percent of Gaza's 2.1 million residents would relocate during reconstruction, with 75 percent of those choosing permanent resettlement elsewhere. Property owners would receive "digital tokens" redeemable for land development rights or future apartments in planned smart cities.

The financial modeling, developed by a team from Boston Consulting Group, predicts a four-fold return on an estimated $100 billion investment over the decade-long reconstruction period. However, BCG has distanced itself from the work, stating it was unauthorized and resulted in the firing of two senior partners in June.

Controversial Implementation and International Response

The GREAT Trust plan builds upon the existing Gaza Humanitarian Foundation, a U.S. and Israeli-backed aid operation that has faced severe criticism from humanitarian organizations. Since GHF began operations in May 2025, more than 1,000 Palestinians have been killed while seeking food aid, with most fatalities occurring near GHF distribution sites according to UN reports.

The Palestinian Authority has condemned similar concentration plans as constituting "genocide, systematic killing, starvation, and siege". Israeli international law scholars have warned that forced population concentration would violate international law and potentially constitute war crimes. UN officials have characterized such plans as ethnic cleansing and warned they would lead to "mass killings of civilians".

Current Military Developments

The plan's revelation comes as Israeli forces intensified attacks on Gaza City suburbs, with Netanyahu's security cabinet convening Sunday to discuss seizing the city. Israel has designated Gaza City a "dangerous combat zone" and ended humanitarian pauses that previously allowed aid deliveries. Military officials estimate Israel controls 75 percent of the enclave, with Gaza City representing Hamas's last major stronghold.

The proposal represents a dramatic expansion of Trump's February 2025 declaration that the U.S. should "take over" Gaza and rebuild it as a Mediterranean resort destination after resettling Palestinians elsewhere. While the White House has not officially commented on the GREAT Trust plan, special envoy Witkoff described it as reflecting "President Trump's humanitarian motives" and predicted the war would end by year's end.

Exterminations, dehumanisation, starvation, blockade, lack of water and medication. The destruction of the health service, the hunting down of doctors, the hunting down of journalist. Safe places which turn out to be not safe at all but traps, concentration camps - all this together makes a clear holocaust.​

Regarding deaths attributed to the Israeli Hannibal Directive policy, it is documented that the IDF invoked this controversial directive on October 7 to prevent soldiers and civilians from being taken hostage by Hamas, even at the cost of their lives. This led to Israeli forces using force in areas where hostages were held, resulting in the likely deaths of hundreds of Israelis, including hostages, due to these military tactics. Some reports and testimonies, including a UN report, indicate that many, if not most, of the Israeli deaths in the hostage situations were caused by the application of the Hannibal Directive's tactics, which included bombing Israeli captives to prevent their capture.

According to the Israeli daily Haaretz, the Israel Defense Forces (IDF) issued the Hannibal Directive that ordered the use of force to prevent soldiers being taken into captivity at three army facilities infiltrated by Hamas on October 7. The orders were implemented in buildings where hostages were known to be held. Other orders were given to fire on civilian buildings and open areas.

The IDF formulated the Hannibal Directive during Israel’s occupation of southern Lebanon in 1986 after several abductions of IDF soldiers and the subsequent, very controversial, prisoner exchanges. The Directive, which was kept secret and never published, aimed to prevent the capture of Israeli soldiers by enemy forces, even at the cost of their lives. It was revised several times before officially being abandoned in 2016.

The use of the Directive during the October 7 attack to prevent the abduction of Israeli citizens represented an escalation of the supposedly abandoned policy and implied that the IDF should kill any Israelis rather than allow them to fall into the hands of Hamas.
