Is Tesla on Phase 2 or Phase 3

New to this forum, I try to follow Stan suggestions and learn from his book. I'm looking at Tesla Chart and I'm not sure if it is on phase 2 or phase 3.

It's looking like a stage 2 continuation about to come up.
Certainly not stage 3
