How to find and choose a programmer

Please, advice on ways to find and choose a programmer to:
- to create own indicator,
- to build an EA based on a strategy for manual trading.

All ideas are already described in paper form, the idea is to transform it all into code.

So, the questions are the following:
1. Where to find qualified programmer (platfrom/forum/marketplace, etc.) ?
2. How to make a right choise? Which criteria is the most important?
