Hi,
i too have been burnt by a few scams over the years, this looks like another, very little content on the promotors site, a somewhat hairbrained product (vapornoze???) almost identical websites built with the usual tacky flash graphics that dont run too well. Also, and an interesting point, the building in the cisa sl contact page is not the address it says it is, i lived in barcelona for a number of years, and that is not marques de barbera 7, it is a picture taken on plaza catalunya facing north, from the ramblas, facing passeig de gracia
plaza catalunya is very pleasent, however, here is a review from a hotel at number 22 marques de barbera.

Hotel Barbara Barcelona is a very basic no-frills hotel in what is the red-light district in Barcelona. However the area is safe, the people are harmless and there is police presence both day and night in the square just outside the hotel. The hotel is just 5 minutes walk to Las Ramblas. This hotel is probably best for young, budget travelers - the price of the rooms are some of the most economical for a hotel in Barcelona city centre.
Hotel Facilities
A simple, continental breakfast, served from 7am until 10am, is included in the price of your stay. There is no curfew and there are smoking rooms available. The hotel will store your luggage and there is a safety box at reception where you can stash your valuables for 3 euros. In the lobby there are water, Pepsi and snack machines. There is also a common room.
Lovely! Personally, I would think twice before sending my money to this company, or taking advice from them, or the issuing company, both appear to be connected.
