Who can issue a OTP [online transfer password]

I am told than banks alone can attach an OTP to an attempt to transfer money to a spread betting firm. Is this so?

I am thinking that spread betting firms can also do this. Is this so?

I have definitely been issued an OTP by a non-bank but I can't remember which outfit.

BTW, I've never come across a security related usage of OTP as anything other than "One Time Password" - there's probably a Wiki page all about it
