I don't know whey the two finance ministers come together and write up one final proposal together.

If they can't agree around the table what is the point of writing up counter proposals in isolation only to submit tons of paper work? That's a rhetorical question. Reason for it is because they hate the site of each other, can't agree let alone communicate. So they throw paper aeroplanes with illegible text at each other.

11520 - Previous breakout / could be resis / bull trap (perfect area for the latter)
