Becoming a member of CME/CBOT to trade Index Futures more cheaply

Hi

I read on the web that if you are a member of the exchange you qualify for lower RT commissions.

Does anyone know the cost of membership to the exchange to enable YM to be traded more cheaply?

And is this membership open to non-US residents?

I am based on London, UK.

At this stage I am just gathering information, not necessarily going to become a member!
