We the people have the inalienable right to expect our elected and paid representatives in Parliament to ..........

1. protect the State from outside threats
2. govern wisely and competently
3. protect the ordinary citizens from criminals
4. ???????????

anyone care to add to the list ?
 
4. protect us from them, our rulers, by a rigid system of rules, regulations and balance of power inbuilt in our governance
5. have elections at fixed terms not exceeding three years so that government is always aware of our ability to remove them from power in the medium term
6. the prime minister to be elected by the people and not appointed or annointed - in the event of the PM being unable or unwilling to continue in office a general election must be held within three months
 
7. Appoint our own Head of State , [such a Head of State to protect us from our govergnment.] (power should run bottom up, not top down)
8. Abolish all hereditry titles, positions and honours: (Queens, Kings, Princes, Princesses, Dukes,Earls, Lords, Barons, Sirs etc..) and create a true meritocracy where a new code of reward for merit is created.
9. Abolish the House of Lords, replace with an elected House of Senators and introduce some kind of PR system of voting to replace the ludicrous first past the post system for a slimmed down House of commons.
10. Allow govt to appoint accoutable professionals to run govt depts (not necessarrilly have to be members of HOC)
11. introduce a Citizen's Charter and expect eaxch citizen to sign on coming of an age, -with rights/freedoms come responsibilities
12. Introduce complete transparency of information and govt (except where critical to matters of national security)
13. Replace the national anthem and flag with ones more fitting people's true democracy

Enough for now,...Don't get me started, lol

I would like to see a House of Lords ( Upper House ) elected by the over 50s. By that time most have garnered a lot of common sense which the Commons are sadly lacking !
 
- Abolish the party whip system. All votes to be free votes, to be passed or failed on their merits.

- Elected upper house (as people have mentioned). "Senators" to stand as independents. No party involvement. They would sit for constituencies, as per MPs (could be more than one "senator" per constituency, depending how the numbers work out). Prospective "senators" would get free postage to send out one side of A4 to each voter before the election and nothing more. There could be a web version of the same page, but nothing in addition. No TV ads, no posters.


-Fewer, better laws (bit like trading really).

-Elected head of state. Ex Prime Ministers need not apply. Brenda can carry on as before, looking after the family silver, etc, and entertaining foreign dignitaries, launching ships and patronising proles, but she would have no part in the constitution.
 
If every institution should be judged by the end results then please consider

1. Education
for decades the bumbling law makers have been interferring in education. The present result is still a mess. Teachers aren't happy, nobody asks the children ( deemed not to have any relevent ideas ). The politicos flip flop between tests and new tests that overstress many children ( what doesn't ) and also teachers ( same ).
Classroom discipline is often horrendous, boring lessons etc. etc.

2. Crime
Again no visible progress over the last 50 years. 70% of criminals re-offend when released so re-hab isn't working

What to do ?? That is the question is it not ?
How to get sensible policies that produce the right results, not some sort of hooligan/thug/misfit/binge drinking loser that seems to be the norm from well intentioned but impractical politicians. The road to hell is indeed paved with good intentions

1: Need an elected Benign Dictatorship that lasts, at most, 5 years, within which period the views of the people are simply ignored.

a: Candidates for Dictatorship should propose a manifesto along the lines of a Business Plan stating all policies to be implemented, and full costings, and extra taxes required. And clear definitions of how the plan is to be defined as successful or not.

The Dictatorship;
Cannot impose new, or higher, taxes (other than the ones agreed) without a referendum.
Cannot start a war without a referendum.

EDIT: We, The People, acknowledge the stupidity of any government is merely a reflection of our own muddled, inept capacity to make meaningful decisions.

If the people had any say so whatsoever we would still have hanging, national service, and be polite to one another.

Im slightly too old for the latter two...but I could fit in time for the hanging....at the weekends perhaps...maybe a little light bondage thrown in. :D :whistling

These are symptoms not the cause. We now have a policy of keeping kids in education because there are no jobs for the many who years ago worked in non-professional areas. As we now don't make very much and real jobs require a level of brightness not possessed by many (nb 50% population is of below average intelligence) we have a problem. Giving kids qualifications eg a degree in Underwater Basket Weaving does not make them any cleverer or open career doors as our Glorious leaders would have us believe. We now live in a society where the answer has to be that the few talented wealth-makers will have to support many others - whether it's through dole, subsidised jobs or artificial education who can say?

Conventional crime (eg the petty thief etc) is a function of economic prosperity and social culture whereas "clever" crime has always existed and not been dealt with because the plods aren't very bright - much of it isn't even known or admitted eg cybercrime.

Until we get a lead from politicians who can show integrity, intelligence and set a good example we will not see any improvement. It took us years to get where we are today and it will take a long time to see any improvement (just like becoming overweight then recovering).

If you look at situations that have problems they are usually turned round by a leader with determination, good ideas and a willingness to face up to things. Our politicians don't qualify - but is it any surprise? Would they get any backing from an electorate that just wants a painless solution and acknowledgement of their "right" not to accept any responsibility?

Private funding of parties should be stopped.

Private companies, institutions and individuals should not have any influence in government - that includes trade unions.

There is another edge to this story.

What on earth were the Gurka's doing fighting daft causes that were no concern of theirs. Blood money or bravery???

Defending your country is one thing but fighting wars all over the globe for God only knows what is another?

5. toleration
6. peace and prosperity
7.honesty and integrity
 
I was amused to see someone recommending a pay rise for MPs as the cure for their greediness !!
I expect he will get a kickback soon !!

They are a shower and some of them even say so !

Bring on an honesty and integrity test for all aspiring MPs

Don't worry about ability - they will do as the party whips say

We need transparency - even today Malik is trying to stifle the truth by calling on the media to stop the bloodfest

We need tighter rules and for MPs who will uphold the spirit of the rules claiming only expenses that are necessarily, wholly and exclusively required to carry out their duties.

We need MPs who will accept responsibility for their wrong-doings and not to excuse themselves because of the system, they were too busy and all the other feeble excuses they dream up now they have been caught with their fingers in the till.

We need ways to discipline them, which go beyond the current withdrawal of the whip, but resorts to legal action if necessary.

We need MPs such as Margaret Becket to get rid of their smugness as exhibited on Question Time last night, to set an example and to return the amounts that most people would consider as overclaimed.

We need to remove these people as MPs at the earliest opportunity
