As they do not have an external debt like the others
Most of the debt is internal.
If you are talking about the Japanese government that"s a different matter, however none the less,the debt of the Japanese Govt is still owed mostly to the Japanese people.

No. Even though the Chinese are a larger holder, their chunk is tiny.

The only reason most of Japan's debt is domestically held is because it allows the BoJ to ease interest below the zero bound. Not a particularly good idea if you ask me - rates will be low forever!
