what is the best program trade API (platform) in Canada? I mean can work/program on it
to do stock and/or forex.
That should be easy to learn, powerful, stable, lots of sample, easy to programming, etc

If you want to trade futures, stocks and forex you could try interactive brokers.

You can use excel to drive it although I would recommend a charting program like Sierra Chart that gives you charts + chart trading + program trading (worksheet based or c based).
