UK Millionaire Exodus Outpaces Russia by Tenfold in 2025

Britain is projected to experience an unprecedented outflow of wealthy residents in 2025, with around 16,500 millionaires expected to leave the country—a rate ten times higher than Russia’s projected millionaire departures for the same year123. This marks the largest net loss of high-net-worth individuals (HNWIs) by any country since tracking began, and is double the outflow from China, which had previously led global millionaire departures for a decade34.

Screenshot from 2025-06-25 22-19-00.png

  • The UK’s millionaire outflow is roughly ten times that of Russia (1,500)523.
  • The departing UK millionaires collectively hold approximately £66 billion (USD 91.8 billion) in investable assets1526.

Main Drivers Behind the Exodus

Several recent policy changes have significantly diminished the UK’s appeal to wealthy individuals:
  • Abolition of the Non-Domicile Tax Regime: The UK government ended the long-standing “non-dom” tax status in April 2024, replacing it with a stricter residence-based tax system. This means wealthy residents are now taxed on their global income and gains, and after ten years, on all worldwide assets, including those acquired before moving to the UK15264.
  • Closure of the Tier 1 Investor Visa: In 2022, the UK closed this key route for affluent foreign nationals, further reducing the country’s attractiveness to new wealthy migrants126.
  • Additional Tax Changes:
    • Increased inheritance tax and capital gains tax.
    • Retroactive taxation of foreign trusts.
    • Introduction of a 15% VAT on private school fees54.
These measures have contributed to a perception among the wealthy that the UK no longer offers the financial advantages or stability it once did, prompting many to seek more favorable environments abroad54.

Destinations for Departing Millionaires

The most popular destinations for relocating UK millionaires include:
  • United Arab Emirates (UAE)
  • United States
  • Italy
  • Switzerland634
These countries offer more attractive tax regimes, political stability, and incentives for high-net-worth individuals.

Economic Impact

The exodus is expected to have significant consequences for the UK:
  • Loss of tax revenue, consumer spending, investment, and philanthropy associated with wealthy individuals4.
  • A growing imbalance between incoming and outgoing wealth, as the UK is unable to offset the outflow with new affluent arrivals6.

Broader Context

This trend represents a major reversal for the UK, which until 2016 typically attracted more millionaires than it lost. The shift began with Brexit and has accelerated due to recent policy changes167. For the first time, a European nation is at the forefront of global millionaire exits, signaling a profound shift in the international landscape of wealth migration34.

In summary: The UK is set to lose millionaires at a rate ten times faster than Russia in 2025, driven by sweeping tax reforms and a less favorable environment for the wealthy. This historic outflow could have lasting implications for the country’s economic competitiveness and fiscal health15234.

  • United Kingdom: The UK has approximately 3.06 million millionaires, representing 5.8% of its adult population12.
  • Russia: Russia has about 381,726 millionaires, which is 0.3% of its adult population12.
Summary: The UK has roughly eight times as many millionaires as Russia, both in absolute numbers and as a percentage of the population. However, the UK is currently experiencing a record net outflow of millionaires, while Russia’s numbers are relatively stable367.

There is a big financial as well as a human cost to war.

Increasing spending on weapons is such a daft idea.

When Generals have these weapons in their Arsenal then they will be deployed and used sooner or later.

No one should think they are protected against counter-attack. There are no winners in war.

Very sad imho. No money for local authorities or the NHS to carry out basic social services yet 5% of GDP conjured up by our politicians to fight some enemy who in fact are defending them selves from Western agreesion. i.e. Russia and Iran.

MSM is so freaking biased, making out these two countries are the agressors when it is clearly manipulated acts of agreesion by NATO, Israel and the US.

Amazing how much BS people consume without questioning what they are being told.

Spot on At' - but there is a tiny silver lining. . .
Alternative media and people like us on inconsequential forums like T2W (no offense Sharky!) are no threat to the neo-con narrative/propaganda spewed out by the uniparty - be it here in the U.K., the U.S., Israel or wherever. However, when MSM can't stand the stench of BS and are forced to call it out for what it is (lest they'd soon lose what little credibility they have left), then the the powers that be really - as in REALLY - get the hump. Witness Trump's outburst - and that of his administration - to the leaked facts that last weekend's attacks on Iran's nuclear facilities achieved very little - if anything at all. Day by day, bit by bit, people everywhere are starting to see these criminals for who and what they are and, in turn, question whether Iran's leadership is really as bad as we're being lead to believe. Many people - I hope and believe - will wonder what exactly it is that Iran has done wrong and struggle to find anything that the U.S. and the west has done right. As for Israel - well - they're rapidly losing the few friends they have left.
Tim.

Good assessment from The Duran about the NATO summit and the future - or lack thereof - of the organisation. They conclude that NATO and the EU are, essentially, one of the same which begs the question: if NATO is a spent force on its last legs - will it take the EU down with it? No bad thing if it does, IMO, but I'm sure At' will have a different view!

The question to ask is not if NATO takes EU down or EU walks away from NATO...

The question now is which country is going to bother about adhering to any international rule legal or otherwise.

After the US broke international rules attacking Iran with the genocidal maniacs who is going to adhere to any past agreement.

Moreover, it was Trump who walked away from the Obama's nuclear deal in his first term. It is clear no nuclear weapon was ever being made but peaceful research into energy. I don't think the US will honour any international agreement now that a precedent has been set. Why should other nations do the same, fighting US interest and wars?

IAEA equally is toothless and doesn't abide by it's own legal rules. How will it reprimand the US?

ICC is a non entity as it's rules are meaningless as the US will not arrest a criminal like Nethanyahu but instead invite him into the White House.

Geneva Convention is a bunch of nice words not adhered to.

NATO is like the above, a nice to and whether it is in existence or not I believe countries will act in their own interests.

The EU can't even agree within it self about economic policy let alone coming to agreement on warfare.

The cracks are there for sure in NATO and EU having a joint army acting as one is still a far away dream. In summary, I do agree with you as strange as that sounds. 🙄 Should I be worried. 🤭

At another level, I feel the real people know these wars are not about survival but just power plays for the big dogs of war. How EU and the UK going to try and raise number of soldiers in a declining birth rate and aging population is a difficult challenge to meet.

Moreover, the military research and development steals resources from the population in terms of youth and brains, leaving our economy ill equipped to meet day to day living and growth targets.

Planners, planning for more war is futile and collosal waste of resources to destroy people 000s of miles away who are no threat to us.

I do not feel threatened by Russia or Iran.

I do feel considerable threat to humanity from the stupid illegal actions of the US and Zionists.
