Gotta love Oscar 
Oscar alludes to this when he talks about CitiBank but I'll say it clearly - the ONLY reason these acts are put into place or repealed is when it benefits the politicians voting for it. Not a d@mn one of them care if it helps or hinders the public. Proof of that is easy. The politicians supposedly spend thousands of hours crafting the legislation and the minute the final draft is enacted and released the civilian analysts spot all the loopholes. Now how did they get there??
