Premium bonds? Who issues them???

So far I know that the Belgium national bank issues premium based bonds/lottery bonds from here: http://www.debtagency.be/fr_products_lottery.htm but they expire in 2013 and it doesnt look like more bonds will be issued. Any idea of any other country issuing purely based lottery bonds? (And not the UK, because they have a max cap of purchase)
