I'd really appreciate your help (acquisitions)

Hey Guys,

I'm fairly new to trading and would really appreciate if you could help me out.

So I've 2 questions:
When an announcement is made regarding a potential acquisition where is it usually announced first and is it by the acquirer or acquiree?
Also are acquisition announcements only made after hours?
