I think you can from Mexico.
The restriction is often on residents in the US rather than US citizens outside the US. And I don't think Mexico is normally on the list of banned countries.
I would email one or two firms directly and just ask them.
If you apply for an account they'll probably need an emailed copy of your passport and address. That's a pain.
