I'm wondering why in a takeover companies buy up all shares instead of just 51% to secure controlling power over the company?

Is this because of regulations or are there other benefits to this I'm unaware of?

I think it's something to do with the accounting rules, if I remember correctly - like a company has to be at least 80% owned to be considered a subsidiary, or something like that.

The main reason is to take the control of the votes in the board of directors and surpass the "Minority Blockage" which changes according to each country's accounting rules.
