In my opinion no, hear me out !

If you're a fund manager and you know Draghi is going to spout on about market changing news you might want to be positioned 'the day before' he speaks.
So on the day its just chop from algos and retail driving the market, which generally ends up nowhere (cause thats where BOTH buyers and sellers lose most).
Then after he spoken you take a view on what to do.

Just a thought.

Now stick that in your plan and trade it.
