New pilot SEC regulations restricting shorting of selected securities to be implemented from 3rd January.

Not had time to digest the full implications yet but could be significant - another boost for US equities maybe??

Perhaps I read this all a little to quickly, but I was left somewhat confused. These new rules purport to regulate naked short selling of stock by Market Makers, and short selling after hours. How does this effect individual traders who short (sell a stock they do not own)?
