This describes every country there has ever been. (except for very brief periods). A static population is an illusion in a constantly changing and evolving reality. Nor would such a situation be healthy, leading to stagnation and decline.

Depends on how bigoted and oppressive that majority is. Thankfully, in recent world history, oppression and prejudice are getting progressively less acceptable. Though there may be recidivist tendancies over short time scales.

Who decides where the line is drawn? Pretty much all the current British population are descendants of the various waves of immigrants that have settled here since the ice age. Also immoral and absurdly impractical, likely leading to an economic collapse.
