Yes Yuliia they can start panics in the markets which cause huge slides in the value. Stock bubbles are a prime example going right back to The Tulip bubble in Holland in 18th century. People like George Soros made billions mainly from the fools running The Bank of England in the 1980s.
But the rumours have to be very creditable like the 1929 Stock Market Crash.
