The nearest I can think of is the Open Interest (OI) in Puts and Calls on Liffe.
Here's Barclays December contract:-

Only a guess, but the London Stock Ex site may be worth a try.

Go to the Crest website, they hold data of all stock "on loan" (read being shorted).

However, like anything worthwhile these days, you need to pay a subscription.

Then goto > Services > Loan Stock Data and the worlds your oyster.
