Opening auction - increase likelihood of getting orders filled

Sometimes when I participate in the opening auction before the 9:28 cut off, my order is not filled.

Does the likelihood of getting the order filled depend on how early I enter my order? (I do of course enter all orders before the 9:28 cut off).
