If a PC blows up from normal usage (ie being plugged into the mains) within warranty period, then it's a warranty repair, IMHO, unless the warranty explictly excludes damage caused by mains spikes - and I don't think they'd get away with that under the unfair contract terms laws. It's completely unreasonable to expect every PC to be plugged into a surge protector, never mind a UPS.
