Hi Tony it sounds like a headhunter / search firm. They work by being approached by firms to fill more senior positions, then from their in depth industry knowledge approach people in similar positions at the firms competitors. They typically don't have people looking for work on their books but instead make the approach. The better firms really do know their market and I have seen a dossier prepared by one such firm for all the major players in a certain area and the level of detail they had was frightening !

Mean the firms which have always been headhunters rather than the bog standard agencies which are trying to get into that space. You will often find one firm which is recognised as the top player in a given area.
