Custom scanner

Hello traders,

Looking for someone who can build custom scanner.
I will explain on chart what I mean and soft/script need to find those stocks.

It can be done with custom soft
or using language of e.g. MultiCharts or e.g. Equity Feed.
Is there anyone else or you know someone who specialize in such things?
