Bond broker - best bids

I'm looking for a corporate bond broker that offers the best bids and charges a commission rather than "hides" the commission in the price quoted. Is InteractiveBrokers the best choice? Their website claims that I could place my own offer rather than request a quote. Is that correct?

Interactive Brokers claims they offer their clients a possibility of placing their own bid/ask price and they transmit these orders to several major bond dealers. Are they really better than the rest?

I prefer keep the money for trading on the account of stock exchange rather then Interactive company.
It is safer.
I think about broker-bank it is comfortable.
In Russia i paid 0,09 % commission for trade, terminal - free.
Can i find here something like that ?

To the best of my knowledge, note that IB do not provide access to EU bonds and other markets but it does a good work for US based.
