I tried contacting Dukascopy to find out more about them. Chat session during European office hours left unanswered after 30 mins. Not the most promising start!
Not entirely accurate. It depends entirely on the broker. IC, mentioned upthread, will happily open accounts for UK and EU residents. IG tell me they wouldn't feel comfortable opening an Aussie account for a UK resident.

As others have advised, I would avoid courses. You'll spend loads of money on someone who is usually trying to peddle their own trading system. Even then you'll likely lose money.
