This video touches briefly (could not be more brief) on number base systems of counting.
Octal (base 8) is mentioned. The most common are: Decimal (base 10), Binary(base 2), Octal (base 8) and Hexadecimal (base 16).
An understanding of base systems is not a prerequisite to understand the video - the video is basic arithmetic, +, -, x, /.

Any introduction to gate logic will cover this subject.
The following link is example how number base counting systems are applied to and in technology - there is not time to review in detail an ideal beginner suitability course - however, the linked course will give an idea of what to look for on the internet and video sources for, perhaps, fuller introduction cover.
After the base systems the course will focus on binary application (page 20).
