Spliting orders has nothing to do with the strategy. It is to lessen the divergence on investor's profit. 13 million $ even without leverage is a big order and causes slippage. The trader's profit might be 1% while the investor's could be only 0.5%. I guess okcm2019 doesn't split orders anymore...
