Don't Interactive Brokers allow non-US based trading of NASDAQ and OTC?

"But you need to deposit $50000 in capital and maintain $30000 throughout your trading term" If I had $50,000 and could maintain $30,000 at this stage I wouldn't need to worry about avoiding PDT??

Is there a broker that will allow me to trade NASDAQ from the UK avoiding PDT?
