I could not find this in the TWS manual. But where can I see the amount (and percentage) of stocks being shorted of a specific company (not options but stocks being shorted). Let's say, I wanted to investigate amount of stocks being shorted of Bear Stearns in the past months.

I think you understand me wrong, for the traveling, I just want to buy those USD via IB, because the cost at my bank to do this is insane high (like 5% of value if you count all costs involved). For IB cost is like 2 USD ;)
