A Good Charting Software

I'm looking for for a decent charting software application. Main important aspects for me are:
1. Reliability and accuracy.
2. Support and development fairly good and up to date. I have seen applications that contains components from early 90's.
3. Good range of useful tools and study options while avoiding bloatware approach.
4. Certainly, I don't want to pay $1,000.00 or soo for just the application per year or one time fee.
5. Top of the above items, if the application offers, market data download, scanner and charting-technical analysis features all in one it'd would be great.

I'd appreciate recommendations from experienced users.

Have a look at Sierra Chart. You can try it out free on a few instruments, then you can rent it by the month or longer.
You'll need a data feed though e.g. IB account or Mytrack Silver etc. All the feeds it will accept are listed on the web site www.sierrachart.com. I use IB and as broker too.
Doesn't contain a scanner but you can find free ones on the net.
Includes a spreadsheet (and will link to Excel too) if you want to manipulate intraday data in flight.

Wouldn't be without it (although I also use Tradestation 20001 Prosuite for its Radar Screens).

Netdania.com - pretty good as in offers all one needs, totally free, the one downside is that at the momemnt it's only for forex, silver and gold.

Another free alternative - provided you trade enough - is Tradestation.com with more, but by no means all, markets, and great charting.

Superb is CQG.com with all markets under the sun and more charting features, but pretty pricey.

I have tried Sierra Chart, but found it not so friendly to use. User interface and usability put me off.

I'll try Ensign Windows and see how it does behave. I'll try to report my experience with it in due course.

In the meantime further recommendations are very welcome.

Most of your requirements are met with QuoteTrader, which is FREE, and uses your broker's data, so there's no additional exchange fees.
QuoteTrader's charts are currently powered for customers of either IB, TD AMERITRADE and eSignal.

Try Optimal Trader
Only $99/y with a good user guide.
Includes technical analysis ( quite technical if you want to..), market scanner (though you have to add the symbols manually), data back to the 80's and interesting new solutions regarding technical analysis...

I'm mostly using it to pick out good mutual funds...
