is this chart pattern can be called H&S

I am asking because there isn't any rally before the left shoulder and it seems that the right shoulder is formating right now

I like to use candles to see the extremes (line charts don't display price extremes). There is a problem with the left shoulder- it's too small. Also the picture doesn't show left from the left shoulder - Was there a down trend before? If not it can't be h&s. If there was it may be, but I would give it a miss (doesn't look that good).
