Stars and dots?

Secondly, I'm wondering what the stars actually mean and what effects a person from having 0 - 5 of them?

I'm pretty sure I understand the dots(reputation) but can't work out the stars and have found no information on them in the FAQ.

If you view a member's public profile you can rate them there. It seems to be a measure of how many people you have upset. As far as I can tell everybody starts with 5.

I went from 5 down to 3 without making a single post, but then I am a very irritating person(So my wife tells me ).
