likely candidates:
NR-no; state owned
Citi-highly unlikely
Some sh1tty regional bank in a hick town-maybe.
**on reflection Irish banks could be at risk.

More worrying ios the fact that California is issuing IOU's for it's debt.
 
The bank failometer has been running at full speed in 2009, in the U.S. we're up to 49 so far this year, there were only 25 in the whole of 2008. Admitedly some of these banks are small fry, akin to a small B.Society going in the UK, but all the TARPs/bailouts havn't 'helped' other than to provide an exit for the super rich which was the whole point; "the system had to be protected, whatever the cost" was Brown's mantra in Oct 2008, ideologically flawed in a similar way to the US admin at the time.
