I was contacted by someone from bostonpe.com, then forwarded to someone from gov.intftc.org. Sounded fishy and checking on Domaintools bostonpe.com was registered in Aug this year(Can't see the IP changes though) and intftc.org in March this year.

Can I confirm these are fraudulent and who would a report them to?

If you were cold called then you know for sure its a scam without even bothering to look further. There are thousands of these scams out there, they are called 'boiler room scams', there is an entire thread about them here. You should report this to the FSA and to Operation Archway at City of London Police. Dont expert any fireworks though.

Yes, Boston Private Equity are boiler room scammers, whatever the tell people are lies with one sole aim - TO STEAL YOUR MONEY.

The "International Financial Trading Commission" is a fake organisation to try and convince people scam companies like Boston Private Equity are legit.

Well done for checking the age of the domain, it's a pretty good failsafe strategy for spotting con companies and thieves - Whois Lookup & Domain Availability Search | DomainTools

What would be to stop someone from registering a domain name for use in a few years? It isn't like domain names cost a lot to register and keep (£20 a year or so?).

Nothing, and this is what the scammers will be doing. But still, the domain check is just one red flag. The biggest of course is being cold called by a foreign 'broker' offering to sell shares in the next big thing. If that happens to anyone then 99% chance they're being setup.
