Open account with IB's reference number?

I am going to open a account with Dukascopy, I am just read some thread , someone said
below:

"I offer the same rebates and trade whit Dukascopy daily for more then a year whitout trouble at all.

My # is XXXX and I offer 45% rebates on volume fee commission whit Duka.

Is that reliable? Any disadvantage to add the the reference number to open a account? may be widen your spread?? Or just get 45% rebates commission as free gift?
