To speed up the development of Flats in Kochi urban development experts have suggested certain innovative steps, which if implemented in a time-bound manner is likely to result in far-reaching changes.

i. An integrated project of 1,00,000 dwelling units comprising various categories in Kochi on lands available with the government, Municipal Corporation, sick industrial units etc., may be acquired for the purpose and thus vested in the government, and this land must be managed by proven agencies having excellent track record and with altruistic benevolent social thinking

ii. As far as possible, the first preference for execution should be given to proven industrialized prefabricated multi-quality, multi-benefit new building materials technologies following Bureau of Indian Standards (BIS) or Indian Standards Institute (ISI) norms and marks to the maximum extent in the materials used for construction and using very little or almost nil timber and forest products of all kinds for various items except for shutters.

iii. The housing stock thus created must be sold only through the government housing bodies like Kerala State Housing Development Corporation (KSHDC), Municipal Corporations, other government housing bodies and the Housing Financing Banks, which are now plenty.

iv. An apex body comprising the various execution committees should be formed directly under the Chief Minister and the Housing Minister, having representatives of all concerned government departments, housing bodies, financing institutions, proven manufactures of building materials, users, etc, and must regularly monitor the various operations on a day-to-day basis.
