Sounds like sensationalist nonsense to me.

Their max energy is 3.6 MW, which they say is absolutely minicule compared to energy from Sun normally input into the Ionosphere. That sounds about right.

Could the research lead to weaponization in the future ? Who knows, but this thing looks fairly benign in it's current state.

Since US military doctrine is so heavily dependent on GPS and who knows what other space based communications and intelligence technologies, I don't think it should be surprising if a fair bit of money is sunk into atmospheric physics research. Which is not to say that the reseach could not be used in future weapons development. Who can say that such weapons research is not going on now in DARPA, but I suspect not in this facility - it is too open.

I first read about this, and saw photos of the antennae, around 10 years ago in the "Fortean Times", in an article called "Angels don't play these haarps", which described how it could be used to control the weather. I suppose they must be well down the road by now.
