actually, I dont think the people who you want to befriend get a signal that you want to buddy up.
I only discovered people wanted to be my friend when I was messing about in my UserCP!!

I am also uncertain what function it serves as I havent noticed things like notifications that my firends have posted something, or whatever.

I take it as a sign that this person respects what i have inputted at some point, and vice versa, for received & given friendship requests.

I think the formula is just a basic facebook rip-off though, that seems popular on several forums now.
