Offshore OEIC or Investment Company

I have been approached by a Romanian group of businessmen and women to set up an offshore investment companyd for them in order that they and other investors may experience a more tax efficient way of stockmarket investing on the BSE (Bucharest Stock Exchange).

Is anyone out there able to give me some pointers as to how and where this OEIC / Investment company should be set up?
