Industry Regulation Changes

There was a thread on here I was reading not o long ago regarding proposed changes to brokers. It would require them to have at least $5,000,000 in startup capital. The thread also had a PDF file containing a list of brokers and their current capital. I didn’t bookmark this page and am now desperately trying to find it again!

Dows anyone know the link to the thread I'm talking about?
