How Does A Self-Select ISA Work?

To avoid capital gains tax, I've been advised to use a self-select ISA.

But how does this work?

Is this not the same as a usual cash ISA?

So if I was with Barclays and I wanted to buy shares, how would I do this via a self-select ISA?

What will the charges be?

I've been looking into ISAs recently as an alternative/addition to my company pension which is changing soon, and the changes have a certain stench of a rip.
