What is a trader saying to me when he is looking to see if a stock price breaks below the past lowest prices over a years time. So what if the price breaks below this imaginary level, does it mean it signals a break downward trend ALWAYS, or for the most part? How often is it just a fluke and the price immediately rebounds?

Do most traders look at the past LOWEST lows when trading?

It depends on the Fundamentals which will drive the price of a stock either in the UP or the DOWN direction. As i have seen that most of the times it is the tarders sentiments that is the most crucial factor(y)
