Funding an account with US Certificates - best options ?

I have a number of US stock shares held in certificates and would like to use these to fund a discount online trading account for occasional US stock trading.

It appears that the best value accounts for small traders are offered by US brokers that do not service UK customers. At the same time, most UK brokers do not seem willing or able to take the US certificates as credit for an online account, even if they do support US stock trading.

The only alternative I have seen is to set up an account with one of the larger brokers that support accounts in both countries (e.g. e*trade) - but then the running cost of accounts with these brokers seems high compared to the smaller brokers and the functionality is not always as good (e.g. only limited real-time quotes for occasional traders).

Can anyone tell me what the best options/alternatives are under the circumstances ? Ideally I would like a basic account with real-time quotes that I can get at using 3rd part apps. I am prepared to pay slightly more for orders for better Technical Analysis support and features, but would prefer to avoid the active trader monthly order quotas, or monthly subscriptions, to get this.

Any suggestions ?
