I've read both, and the earlier Mind Over Markets. Here's a review of Markets in Profile I wrote a while back. I'm a fan of all three, but especially MOM.

i hv just completed "Secrets For Profiting in Bull and Bear Markets" by Stan Weinstein's. but i dont know is it best or not? but it is quite good.

Just finished MOM a few weeks ago and wish I had read it when i started out 5 years ago... Sounds ridiculous, but I never really thought of the marketplace as an auction before... even more ridiculous because I´ve spent swathes of my life in auctions, leading nags around Fairyhouse and Goffs (hoss auction houses) in Ireland for the old man. Its been a revelation, and has changed the way I trade forever.
If you want a pure MP book, look no further than the free CBOT offering, Steidlmayer I think pretty much wrote it.. its full of good stuff.
The nice thing about MOM is that it contains so much insight into market dynamics, price action if you like... its not a sales piece for MP charting. Buy it, do it! didi mao!
