IB new European directive regarding funds

Hi guys I have a question regarding IB. I am quite new to the investment banking but keen to learn about it. Recently I was reading an article about this EU directive regarding hedge funds in the EU (Alternative Investment Fund Managers) They said that it will

"require funds to register, submit data, limit leverage and for non-EU managers to meet certain requirements to offer funds within European member states."

was wondering how it will influence investment banks (in more detail), lets say for example JP Morgan and its Highbridge Capital Management?

Are banks going put those cost on customers? how it might influence competition ?

Any clrification and detailed info will be greatly appreciated.
 
and for example, as JP is no 1 in providing administrative services for hedge funds, will it mean mean more money as administrative costs will increase for hedge funds?
