Offshore Broker for non-dom in the UK

Hello- For the past 3 months, I have been struggling with the following objectives and constraints:
- find a broker that allows to trades stocks, incl. ETFs, ideally options on stocks as well, with a list of possible other investments like funds/bonds on European Markets;
- find a broker that isn't based in the UK as I am a non-dom and do not want to bring money back in the UK.

- US brokers are great but allow non-US citizen to trade only in US-denominated securities;
- Interactive Brokers appears to be the top solution (low costs, large scope of markets/products) but they only allow to open an account in the UK;
- Saxo Bank could be a solution (they are danish) and even if their main focus is CFD and Forex, which I don't really care much about, their costs on stocks are OK, they offer most of the ETFs, and bonds, and funds. No possible options on stocks though. But my problem is that I have tested their platform and it's slow and a mess vs what US brokers provide. And all comments about them are awful;
Then I could go with HSBC or Barclays offshore, but very weak offer; as I am French, I could go with the service of a French online broker, but beyond French securities, the cost is very high, a lot of ETFs aren't available and nobody proposes options on stocks.

Would anybody have an idea / has faced the same issue ? Many thanks
 
Interactive Brokers only allows UK and most European residents to open with their UK branch. However, I think the actual custody of holdings is with the main entity in the US. Transfering from a non-UK bank account directly to US IB should prevent you from having to remit and thereby tax any money into the UK.

This may or may not be correct. Given that IB UK are FSA regulated, there may requirements to keep some or all of their UK client's cash in the UK etc. I dont really know one way or the other tbh.
